Work-arounds I might suggest, assuming that an always-on configuration isn't reasonable, would include Closing and Saving outbound mail instead of Sending. Hit Send/Receive, machine connects, mail is checked, then you move the Saved messages to the Outbox, hit S/R again. This, at least, prevents the error message,
